Windows 10 Start Button (and everything else on the taskbar) Frozen

Pretty much what the title says, I am unable to use everthing on my taskbar in Windows 10 except for clicking on open programs and showing hidden icons. I have done some googling and others said to enter something into powershell, so I did and no luck. I also restarted, shut down and turned on, no luck. If you have any ideas other than "refreshing" Windows, PLEASE let me know. Thanks!
 
doing that trick with powershell causes some items on start button to disappear when you get it back... sorry... did you do upgrade from Windows 7?

EDIT. I've used the said method, and it worked, with the caveat mentioned: "choose which folders appear on start" setting had all items disabled.

I did NOT upgrade from Windows 7, this was a fresh install of Windows 10. The powershell thing didn't change anything for me.
