Question Windows 10 'Restart' vs Cold Boot

Having a strange issue. I have a Glorious D mouse and on a Windows restart I get a Windows Device Connected chime. On a cold boot the device connected chime isn't set off. I'm thinking it's possibly a driver still loaded during the restart that's causing the issue. Is it possibly a driver loaded in some weird windows restart configuration like a Fast boot thing?
 
It might have something to do with hiberBootEnabled. The hibernation boot. On shutdown windows stores stuff from the kernel in memory for a fast reboot. On a restart the computer behaves like a cold start. The opposite of what I learned. Very counter-intuitive. However I've changed the option and it still does it's funky device connected chime.
