Windows 10 recycle bin

I'm curious if Windows 10 by default on a fresh install has the ribbon hidden or visible. Windows 8 and 8.1 had the ribbon visible by default. I did the upgrade to 10 from 7 and the ribbon was closed when I first opened Explorer. I thought it odd given how 8 was and opened it. But now I'm thinking maybe the upgrade from 7 to 10 had the ribbon closed since 7 had none to begin with so it retained that "personalization" like every other personalized option I had done in 7.

Hello? I posted a pic only 3 posts up from yours that shows those exact same buttons clearly visible upon opening the recycle bin. What is the problem? Oh no, they moved from the left edge to the top! o_O

That's not "normal". I fresh-installed the final version of Win10 Pro, and when you double-left click on the Recycle Bin, you only get the option on top to "Manage". Those icons (and ribbon) are no-where to be seen, unless you click on the highly-unintuitive option "manage", and only then does the "Empty Recycle Bin" icon appear.

OK, so some people have it visible by default, others no. Reason unknown, possibly a bug, so we'll call it a "feature" lol. Hit the little arrow I mentioned, it'll be visible from then on, and no longer an issue. Done.

On my upgrade some windows are visible and others are not. After I expanded the manage tab they icons are present at the top by the address bar.
