Are you using it on a desktop? I've only ever used Windows 8.1 on a desktop, so never use any notifications...

I turned off notification in Windows 8 a long time ago and forgot about it. It's enabled by default in Windows 10, but I sent a few emails to my linked account, and didn't see anything, so this feature must not be implemented. I probably would use notifications now, since any launched apps will be in a windows and not at jarring full screen. The idea was OK, I just didn't like the implementation on the desktop.

There is a "Notification Area Icons" link in the control Panel.

If you want to see every thing in the Control Panel you have to configure it for View by Small icon (upper right side).

Control Panel as well as some other major configuration links can easily accessed by Right clicking on the Desktop Start Icon (The Window icon in the left bottom).

You can configure what would be shown it by Right Clicking on the Task Bar, choosing the Start Menu tab, check the use the "Start Menu Instead of the Start screen", and choose Customize.

I set an Alarm with the Metro Alarm app, and the alarm appeared as a notification, so the notifications do work for certain Apps.

I believe that I read that some features are not on at the moment, notification center, ie12, dx12 are some examples

Even though it is available as a preview for consumers, the main target for this release is enterprise/businesses as they need to see what it looks like as not to scare them ala win8 :)
