Windows 10 "manage known networks" missing

I don't have the option at step 2:

I just have a "manage wifi settings" option there which only lets me forget any past networks and not view passwords or change connection priority like you could do in Windows 7. Is there a way to get that back? I hesitantly tried this but it didn't work. I know there are command line options but **** that.

Also, is there a simpler way to change network type from public to private than the convolutions they added in Windows 10. I'm really baffled the these steps backwards in intuitiveness from Windows 7.

My first question would be "have you connected to more than one Wireless network under Windows 10?".

My thought is that it may be an option that only apoears as needed.

My second thought is that the option requires admin privileges. I always run accounts with admin priviledges, so I can't say either way.
