windows 10 installation USB flash stick, are they hard lock from rewrite?

I have a few of these windows 10 usb flash stick with the blue top. I rather use the spare for usb flash drive. Any one have any personal experience in reformatting these usb sticks? diskpart fails me. there also are no physical switch.

They might very well be hardware write-protected for security reasons, to prevent someone from modifying the contents and passing it as a genuine Windows flash drive.
