Windows 10 Date / Time can't detect time zone automatically (solved)

In Windows 7 I rarely encounter this kind of problem, but many Windows 10 machines just can not detect time zone automatically and need to be set manually.

Automatically Adjust Daylight Saving is on.

Microsoft can keep time zone database correctly for WIndows 7 but not 10, why?

Think I know why now after posting.

Since when I setup Windows 10, always deny sending geo location to Microsoft.

Stupid me.
