Windows 10 broke USB ports

I tried upgrading a Windows 7 PC to Windows 10. When I couldn't get some of my games to work I rolled back to Windows 7. The process seems to have broken 3 USB ports. Items still seem to draw power from the port but aren't recognized by the computer. For example if I plug in my gaming mouse it light's up but can't control the pointer. Any ideas on software fixes?
 
I'm trying to follow the directions on this but I can't find any devices I need to remove. I did notice while doing this that the disabled ports are all my usb 3.0 ports. One additional usb 3.0 port was already non-functional. All of my usb 2.0 ports are still functional. The devices that previously weren't working, like my wifi adapter are currently functional plugged into my usb hub. Does that change the advice?

Yes, it sounds like perhaps you just need to install the USB3.0 controller drivers for your board / ports. Some boards have multiple USB3.0 controllers, each controlling a certain group of ports.

ASMedia is common, as is native AMD or Intel. Try installing those. Better yet, visit your motherboard mfg's web site, and download the appropriate drivers that they list for your specific board.
