Windows 10 and processor power management settings

I just encountered another laptop with the processor hobbled to run at its lowest stepping (800MHz). My usual first port-of-call is CP > Power Settings > Balanced advanced settings > Processor power management (checking both min and max settings for battery/mains as well), but the computer in question's settings were perfectly normal here (min 0 max 100). I then looked for Intel specific power management settings in the same area as I've seen some before, but there weren't any.

In the end I decided to just reset the 'balanced' profile back to the default settings which immediately corrected the problem. Has anyone seen that before?
