Windows 10 and Hardware upgrade

I am pretty much upgrading my whole PC, probably only things that will be left from the old PC are the power supply, case and DVD drive.

I want to do a fresh install of Windows 10 on the upgraded PC, can I use my upgraded Windows 7 to Windows 10 version for this or will I pretty much have to buy a new licence?

Install 7 first then upgrade to 10 and activate. Once activated on that hardware you can clean install 10 at anytime afterwards.
 
Provided that your old license is Retail, if its OEM/System Builder you are not suppose to move it to a new machine.
 
If the Win 7 installation is Activated or clean for potential Activation it would work.

If it is a copy of Win 7 is retail that is activated already on an other computer it will Not work. or it will Deactivated the other computer and then work.
