window still thinks I have a 2nd monitor

i'm using a ati 9500 pro and i was running dual lcd but now i only have one. i keep having programs show up on the phantom monitor and I can't access them. display shows that I have 2 but one isn't active. in display adapters i have a primary and a secondary that show up there. what's the solution here? disable one?
