Window Drawing Lagging

Hello,

I just built a new system tonight as a test configuration for a bunch I am
going to build for a customer.

The specs are briefly:
AMD Duron 1.3GHz
256MB PC2100 DDR RAM
20GB WD 7200RPM ATA/100 HDD
52X CDROM
Abit Nv7m nForce Motherboard

The OS is Windows 2000 w/ SP2.

I installed everything, got the correct (and latest drivers form nvidia.com)
for all of the devices.

Here is what my task manager shows, so you can see I am not limited by
resources

The problem is with some windows, it seems as it lags when the window is
being drawn. I have disabled all of the window effects such as transitions,
etc.

A good example is going to www.msn.com , then maximizing the window then
double clicking the title bar to go back to the previous size. It sits at
the max size for a second, and after some lag it goes to the correct size,
while the re-rendering of the page can be seen. On other computer I have
(some of which are slower) and my work laptop this does not happen.

This must be the indication of some type of problem, but I am not able to
pinpoint it. I have updated the bios to the very latest version to make
sure it wasn't that.
