You can give this a try.

Boot into SAFE-MODE (F8 @boot)
click START \ Run and type: msconfig
click the 'Autoexec.bat' tab
click 'NEW'
in the box that appears type: PATH = C:\Windows\;C:\Windows\System
press ENTER
click 'APPLY' & 'OK'

Reboot.

You can boot to DOS with CD support using a Win98SE emergency boot disk. FDISK and format the hard drive. Then copy all the files in the \WIN98 folder on the CD to a folder called C:\WIN98 - just a straight file copy. You don't need any folders in that directory.

Switch to the c:\win98 folder on the hard drive and type SETUP at the DOS cammand prompt and it will install Win98 from the HDD (no need for the CD from this point on).
