Win98se wont restart!!!!

i just reinstalled Win98 cause i couldnt get Easy CD Creator 5.01 to work
tried everything but it works now

but now i cant restart windows it just stops at the "Windows is Shutting Down" screen
i have to press my reset button on my computer to reboot it
it doesnt even scandisk it when it reboots
it shuts down fine tho
and have disabled the fast shutdown

so what else could it be??

I don't know of a fix for it but if you program an icon on your desktop with this--> C:\WINDOWS\RUNDLL32.EXE shell32.dll,SHExitWindowsEx 2 the computer should restart fine. You can use this --> C:\WINDOWS\RUNDLL.EXE user.exe,exitwindows for a shut down icon.
