Win98SE, not automatically powering down

I recently did an installation of Win98SE on a a just-reformatted drive, and now Windows won't automatically shut down, but rather say, "It is now safe to shut off your computer."

Is anyone familiar with this? I suppose it's not that big of a deal, just annoying.
 
that was a HUGE issue with win98SE. the shutdown patch did not work for me. the only thing that eventually solved it was a reinstall.
