What does a Win98SE license do?
Does it let me use my old Win98SE upgrade version to install on my buddy's computer?

In a couple of words; Hell NO! Ok, in a more sensible method, you cannot use your Win98SE license (technically) on ANYTHING other than your own personal system. Doing anything other than that would be illegal. Of course, here at AT, we do NOT promote anything that would even remotely be illegal. If you have any other questions, you can PM me.
 
Well, if you've moved on to a bigger and better OS on your machine and are no longer running Win98SE, I don't see how you can't give it to your buddy. Although you may violate some M$ EULA or something. In which case, you now owe your firstborn child to Bill Gates. Frankly, I wouldn't worry about it.
 
If you purchase an 'upgrade' version of Windows, you have to keep the product from which you upgraded from. You cannot legally sell it. If that version was an upgrade from another one, you have to keep that as well.
