If you can't RESTORE it from the Recycle Bin, you should be
able to just make a FOLDER in the WINDOWS Directory called SendTo.

Then just add the shortcuts you want by Copy & Paste. The Floppy, Desktop, etc...

To test, goto START\RUN
type sendto
