win98se and ics ports

By default, are ports open when win98se is using ICS? The reason I ask is because I can get a client to send/recieve icq files when icq is set to 20000-20019 and the port is manually opened using icsconfig. However, now the serving computer can't send/receive.

Also, besides ICS, what's the next best/easiest thing to ICS? A person suggested Avirt. Anything better than that? We're having problems w/ICQ specifically.

Sygate worked great for me and my clients. Including using napster, icq, realplayer etc..

all you have to do is get all your computers talking on the network and install sygate. easiest way.
