Win98 Upgrade Help

I was gonna upgrade a friends machine from Win95 to Win98. I only have a full version of Win98 and it wouldn't let me simply upgrade from Win95. Am I going to have to reformat and fresh install Win98 or is their some way to get around this? I would prefer not to reinstall everything on his machine.
 
If all youhave is the Full install, then yyes youll hafta do a fresh install. You need the Win98se Upgrade.
