Win98 Task Manager problems.

I got myself a new harddrive, so after i reinstalled windows 98 SE and I got everything running I noticed the little task manager wasn't in the corner like it should be. If I go to My computer and go to scheduled tasks and then add a task it just hangs, and i have to ctrl+alt+del to quit it.

What teh heck is this? Is there an easy way to just reinstall the task manager?
 
so you got a new hd to replace an old one? or did you get a new hd to add to your computer?
