Win98 NAT on 1Way Cable Modem

I have a one-way cable modem (phone modem upload, cable modem download (yes, i know, it sucks majorly, but it's all i can get here)). It needs to be run in win98, and I need to find a good NAT program that will share the modem effectively to my other computers. I am currently using wingate, but it is horrible. I need a good NAT program that doesn't need to bind to a specific public adapter, since both the phone and cable modems are required to access the internet. This ruled out Win98 ICS. I need a NAT program that will simply use an established TCP/IP internet link.

Does anyone know of a NAT program I can run on 98 that can do this?
