Win98 hangs up on install

Hi,
Several of you helped me out when I was helping a friend do a format of 10.2 GB startup disk. It finally shows FAT32 and 100% usage.
Now, upon installing win98, it goes through scandisk and shows everything OK. Then it stops at the Windows 98 ßetup screen. It's the screen that shows Windows 98 Setup at the top in large letters and on the left-side in smaller letters. Lower down it says "Estimated time remaining : 30-60 minutes". The CD-ROM drive has activity until that point but then stops and nothing else happens. Do I have to load CD-ROM drive drivers? I didn't think I had to because it was loading the CD up to that point. I'm still starting from the A drive rescue disk and enabling CD-ROM support when it asks.
I've tried this with Win 95 and it also hangs at the splash screen after scandisk shows all OK. Any ideas? Thanks for any suggestions.

My suggestion is to boot up with the startup floppy disk and
enable C/D ROM support. Now you're at the A: prompt.
Make a harddrive directory and call it Winstart (or something like
that). Copy the CAB files from the C/D ROM drive to the Winstart
directory. You're doing this with DOS commands.
Then change directories to the Winstart directory and type
startup. I've found that installing from the harddrive is best...

I formatted and made sure everything was OK via fdisk again. I then copied everything to the C drive with copy f:\win98\*.* and I saw a lot of CAB files get copied. I then, without a restart, tried c: win98\setup.exe and scandisk showed everything OK again. At that same splash screen, though, it locked up again. :( I don't see the HD activity light blinking. It says "Estimated time remaining 30-60 minutes". Shouldn't I see some type of drive activity or should I just wait an hour?
Does anyone think I should just wait for MS Whistler? :)

Went through the same thing. Wound up being my CD rom drive. The one I had( old Acer)would not be recognized by WIN 98. Popped in a newer one and away we went. I could use the drive with 3.1 with a config setup but 98 could not find it.
