WIN98 defults to 32k clusters on 2 gig drive. Why?

This is driving me nuts. I'm working on a Dell Optplex Gxa with a 2 gig HD. By default, win98 SE formats the drive to 32k clusters rather than 16k. We're getting horrid fragmentaion and slack probs, with two hour defrag times. I know I can use the format /z option to fix this, but why the hell isn't it doing it right in the first place?

 
Uh...doesn't Win98 and SE have the fat32 conversion utility built in.....
Look in system tools. Saves ya a reformat............
Are you sure you enabled fat32 when ya formatted???
It's easy to miss..............
