WIN98 bootup hang

I just reformatted my hard drive and reinstalling my stuff. Half the time, Windows 98 (first edition) will not completely boot. No harware has changed and it is the same copy of WIN98 that I had before. Bootlog reports that it does not load the fonts. Safe mode boots fine. Thanks for any help.

Since I have disabled my WIN slash screen, I can see the DOS commands. It never gets out of DOS. With a step-by-step bootup, it gets past loading the last DOS command (msmouse driver). It then hangs until it is hard rebooted.

Checking the bootlog, it shows that everything loads until it get to the Windows fonts. All the fonts fail to load.
