win98 boot problem

After I re-start my pc (Athlon 850, ASUS A7M133) using win98, I get message that pc did not shut-down correctly and Scan-disk will look for bad sectors. I let it run. No problem is found. Next time I re-start, get the same message. Any suggestions how to fix this?

Does this happen all the time or just sometimes?

Go to Windows Update and make sure that you have the Windows IDE Hard Drive Cache Package installed.
 
Every time the system comes out of boot it reports a shutdown error and wants to run scan disk. I think I loaded that update but I'll try it again.
This is a new system. I had it working for a week and then tried to network it to my old system. Trying to do that I got the system so messed up that I finally re-formatted the hard-drive. Been getting the message since then.
 
Did you disable fast shutdown?

At Start/Run, type "msconfig". Click on Advanced button, put a tic in "Disable Fast Shutdown"
