Win98 and multiple game devices. How to switch between them?

Got this question from someone; after searching Google and here for answers, I'm still stuck. WinXP has the option to change the preferred one, but Win98 lacks this.
He's got a standard gameport joystick, and a USB gamepad. Unplugging them isn't desirable, as the plugs are in the back of the computer, which the desk arrangement makes very inaccessible.
Is there a utility to switch between the devices, or am I just missing a button in Windows?

On my w98 machine I believe its control panel, gaming options, you can change controllers from there. Not much of a gamer though

Hmmmm.....I thought it was possible to have more than one game controller specified....so you could have both and even play 2 player games where supported.

I had a weird occurance once where I had disabled on board audio but the gameport still worked......and then the gameport on the sb live installed didn't....weird.

Well, this is for single-player games; when he has both installed, they both try to function at the same time; I guess that when he tries to move using the gamepad, the joystick thinks it's off center or something, and it tries to compensate - he wasn't specific, but the person trying this said that the controllers will not give exclusive access to the other device, that they seem to both be running at the same time.

I don't have Windows 98 in front of me now, but doesn't the Game Controllers applet give each controller an ID? Just set the default to Device 1. But maybe I'm just thinking of 2K/XP.
