Win98/95 -> Win2k ok Win2k -> Win98/95 bad

Ok I have a little network setup with a linksys 4 port router. I have 3Com NIC's on each computer, except for one Win98 laptop, running a Linksys PCMCIA NIC. My issue is this. When I am trying to access files between the win2k machine and the win9x machines it is very very slow for some reason. But when I access files, or file transfer, from the win9x machines to the win2k machine, the speed is the normal 100mbps as expected. On all system it reads as 100mbps. And I have all the settings on the win2k setup so that the other computers can access my files (obviously, since they can access my files on the win2k). So I was wondering if anybody knows of this problem.

There is some oddity with my setup that may help. When I check the status of my network connection, I see the NIC that is active is the LAN card even though I am on the internet, going at only 10mbps, I also have a WAN NIC configuration, but that thing doesn't seem to be configured to run, even when the computer is connected to the net. I don't know if that even makes sense...but it may not even matter...

For the love of G*d help...
