Win95 bootup problems

one of the computers at my work will not boot up. it is running win95 and it ceases all activity once it gets to the system configuration page. this computer is on a network and the day this problem sarted , the network went down. or part of it did. some compters lost here internet conection and some didnt. this one computer is the only one that will not boot up now. i can not press F8 or control to boot up in safe mode either. i also can not check the bios because it is password protected. i do not think that the computer recieved a virus, but i guess right now there is no way to tell. is there a way to get this system booted.if not,i guess that i wil have to reinstall Win95.(not my call this is a goverment computer,(Army) and also i am limited to what i can do, tecnically im not alowed to even conduct any repairs or upgrades, install anything, etc.). if i do have to reinstall win95 how can i go about saving all the data on the harddrive? any help will be greatly apreciated.

Not sure where your problem is. Someone will probably have to take a look at it. However, to get the data off it, you could take the hard disk out of that and connect to another comp ;not sure if the army will allow u to do that , but that is the only sure-fire soln.
