Win8 OEM -> Win8 Pro upgrade -> Win7 Pro downgrade?

Looking at the Zotac Zbox or similar SFF PC for a shop application requiring low price and very small size. They all seem to come with Win8 but we need Win7 Pro for some line of business apps. Can I buy the Zbox with Win8, pay the $100 to upgrade to Win8 Pro, then use downgrade rights to switch to Win7 Pro?

I was looking at some of the barebones solutions and a regular Win7 Pro license, but the barebones stuff is either above budget (NUC) or too slow aka Atom-based - our LOB apps specify no Atoms.

We're buying a dozen of these things so cost efficiency is important.
 
No. When you get windows 8 you have a legit windows 8 key. The windows 10 upgrade sees your legit key and gives you a new legit windows 10 key as part of your windows account. At no point can you obtain other free keys.
 
Huh? I was asking about paying the 100 to upgrade win 8 to 8 pro, then downgrading that installation to 7 pro. Our lob apps specifically do not support 8 or 10.

I'm not looking for extra installations, just trying to use cheaper upgrade licensing. I'm buying win 8 with the zbox, would suck if we had to buy full win7 pro on top of that just because of technicalities on the downgrade license.
 
Yes you should be able to do that as the pro version allow you do downgrade to two versions prior
