All versions of Windows at least as far back as Windows XP have included a repair installation option. I'm not certain but I seem to remember Windows 95 and 98 having the option as well. It's not anything new in Windows 7, and certainly isn't a secret. It also doesn't always fix the problem, even in Windows 7, despite what your article says. It is definitely a useful tool, but sometimes a format and reinstall is the only way to fix a problem...
