Win7 users: Does yours behave this way?

I keep taskbar on the left side of the screen at work -- because 16:9 is a horrible aspect ratio for productivity...and I have 2x 16:9 monitors side-by-side at work.

I find that new windows often appear partially-obscured by the taskbar, as if the window's X position on the screen is unaware that 62 pixel columns are occupied by the taskbar.

I frequently do this to open a new command window:

[WinKey]+[R] (to open the Run menu)
"cmd"
[Enter]

If I edit command window defaults, I can un-check the "let system position window" option and set the starting position.

If I set 0x0, a new command windows always appear obscured by the taskbar. I set the default left(X) position to 62, so it won't happen anymore for CMD.EXE -- but other windows still do it. There's an application I have to use for work and it opens at the 0x0 position every time, causing it to be covered up.

From my perspective, it's the operating system's job to present the desktop area to applications as ([monitor1.width]+[monitor2.width])-[taskbar.width] when the taskbar is on the side of the screen. Windows appears to be handling this incorrectly.

Does your Windows 7 behave the same way? I have noticed that there are some quirks with the appearance of certain dialogs on my system, as if my user profile has carried-over some things from Windows 2000. If you have Windows 7, can you confirm if yours behaves this way?
