Win7, stuck with dimmed desktop

So, I recently reformatted my computer with Win7RC.

So far, it has been a somewhat positive and negative transition. Love the look and the "dockbar" hybrid thing, but I like having the system tray icons, so I have them set to always appear. That also forces notifications to always show, which is incredibly annoying. I know I can fix it, but it requires manual changes for each icon, which is ridiculous.

Anyways, I have a more pressing matter. Everything was running perfectly fine yesterday, until I booted up my comp this morning. My entire desktop, and even while gaming, is dimmed, kinda like when that UAC message appears. The only thing not dimmed is my mouse pointer, which is a nice bright white arrow (the default).

I feel certain it's Window's fault, because my monitor has a tv tuner and tv seems perfectly fine. But other than that, I'm not quite sure what to do to fix this.

EDIT: Noooooo, I checked for drivers for my x1950xt and there aren't any for Win7 D=
Win7 does come with Catalyst 8.12 though, which im currently using

Found this Thread from this tread over at amd's forum. you would have to download the legacy 9.3 catalyst set and modify and install file to make it install on windows 7.
