Win7 - Open all currently open folders

Tried doing a search but couldn't find exactly what I want...

On the taskbar, if I have two folders open, they get grouped together in one folder icon. If I hover the icon in the taskbar, they both come up and I can get one or the other to come into view/forefront by clicking on it. Is there a way to get both (or more if I have 3+ open) to come to the forefront? This would eliminate having to hover->click one->hover again->click the other?

Looks like ctrl+click opens one and then the other... but not both at once.

I think the only option would be to set the taskbar to never combine or combine when full
