Win7 Not Seeing My Second HDD

Hi,

Most of the time Win 7 does not detect my second HDD automatically. Every time, I have to go to Device Manager to scan for hardware changes. Only then, my second HDD will appear. Is there anyway that I can over come this? Thanks.
 
One thing to note here, BIOS does sees my second HDD and I started experience this kind of problem (Win7 not detect HDD) since I switch from WinXP to Win 7.
