Win7 ICS problem

Hi all, sorry if this is a noob question. If so, flame me all you want 😀 haha. I'm pretty new to networking also so if you guys got any awesome tips, thanks 😀 But yea, to get to the point, I own a 802.11n wireless card in my desktop which is connected via ethernet. What I'm trying to do is to create an ad-hoc network so that my dorm room can get wifi from anywhere within a reasonable distance. The problem is, everytime I try to create an ad-hoc, (after the network name and security key window), it says my network is create but sometimes, it doesn't ask the option "Turn on internet sharing". When this doesn't appear and I try to join the newly created network, my laptop won't connect but when the option appears and I proceed with it, then my laptop will connect. Is there like an option to make this appear or am I completely being retarded and need to research? Thanks! Any and all opinions are accepted, even noob bashing at this point 😀

It might be that the school's Network does not allow further use beyond one computer.

Thanks for the reply! I've done it before, as in set a network so my friends could connect to it but it's like random. Sometimes, when I start my computer, the button pops up, other times, it doesn't. I never know when I can make a network or not :/
