Win7 built-in FTP client doesn't support PASV?

I went to use FTP, and there's no "PASV" command in the help, nor is it recognized as a command.

I can't open ftp.mozilla.org because of this (and my router config).

If you can't install apps on Windows, there is something called PortableApps.com which includes tons of utilities including FTP client. 🙂
