Win7 and WinRAR problems

I installed the newest version of WinRAR, 3.91 beta onto my Win7 HP system.

So I go to my downloads directory, double-click my cpuz.zip newest download, and attempt to extract the contents to c:\program files\cpuz. I get access denied errors. I don't get UAC elevation prompts like in Vista.

I had to navigate my start menu, find the winrar shortcut, right-click, start as administrator, navigate to the .zip file, and go from there.

What a pita.

My other question - I tried installing the flash 10.1 beta, and the activex installer just croaks. (application ended unexpectedly.) I've tried running as adminstrator, and it still happens.

Do you think these two things are related?

I checked my UAC settings, and it's set to the first notch down from the top, which I believe is the default setting.
 
I'm using WinRAR 3.90 (64-bit version) on Windows 7 (64-bit) with no problems. Haven't tried the version you are using.
