Win2K won't boot

Some times my computer won't boot all the way into windows, it stop at the splash screen. I have to hit the reset in order to get it to boot to windows. Could this be software or a hardward problem or both. I'm running win2k and it don't do this all the time. To see what I running check out my system rig, system one.
