I need to VPN to a Win 2K server in a friends home network. He's thinking of getting a DSL router to share his home connection because his software sharing program keeps crashing. With this solution, will there still be an ISP generated IP that I can connect to through VPN??? or are they all generic IP's generated by the router???

You should be fine (I can't guarntee becuase VPNs and SOHO routers frequently don't play nice with each other).

You'll be able to connect to the external IP address of his router. He'll have to setup the forwarding of appropriate ports/protocols for the flavor of VPN he's running however.

is there some setup software that you can adjust configurations for the router?? i think he is going to use 2k server's built in VPN... although i'm going to need to do some more research on how well that works...

It depends on the router, but most of the new ones have a web-based client you can use, along with the usual telnet/hyperterm ones. With my netgear it was pretty simple to get VPN's to work. Just had to forward a couple ports over (don't know which off hand tho)
