win2k trouble

ok, something is strange with win2k. First, I can't access specific IP addresses off my dsl modem that I know are up because I can dial-up and get in(from another comp) and I can hook up the modem to a win98 box and get them as well. Also, after installing sp2, I can't play starcraft any more. On bnet, I get insanely high pings and the game spins up my hard drive and dvd drive and locks up completely so that I have to end process it. I've run my antivirus software and the nimda cleaner just in case. All of this is not a problem when I previously had win98 running, and the starcraft problem only surfaced after sp2. The IP problem has been occurring since I dropped in a clean image of win2k. any help would be appreciated
