Win2k server without active directory, how do i keep one person from sharing internet?

I am sharing my cable connection with my neighbors in the apartment next door. I am currently using ICS which works fine, except for the fact that one of the guys is a lazy bastard and won't pay me. I was trying to get RRAS to work with NAT, but in order for people to connect, I need to implement a remote access policy. The only way I know to do that is to add the user or computers that will be connecting through active directory. I do not have a active directory on my server as i don't want everyone to have to login to the domain when they boot up. Any suggestions or advice on where to go to figure out how to ban one person from sharing the internet connection? If I had a domain it would be so easy... arrrgghhh.. Thanks.

 
The hub is not in my apartment, it is uplinked into a port on my hub in mine. I am looking for a software solution to fix this.
 
SIMPLE!!! Get blackice or zonealarm, give all your neighbors FIXED ip addresses. and through whichever program you get, only allow access the those allowed ip's. Your problem is fixed!@!!!

I don't want to be a jerk, but I am not looking for the answer to use blackice. I specifically want to use RRAS to do it. I don't think you can though, because the user needs to be authenticated in order for the RAS policy to work, so I would need a domain. I don't know any other way to do it, since all I can do is give them accounts on my local computer.
