Win2k...program menu still scrolls after reg edit

I ran the registry editor and set the registry to not scroll my start menu, but it still does it. What gives?

Second on the right click method. You should ALWAYS look for those options before reg editing.... kids these days, they think the only way to get anything done is to whip out regedit and go to town... then wonder why they need to reinstall so often.
 
I did it that way first, it didnt work. So I went into the registry and the reg is set right but the start menu doesnt behave anyway. Anyone?
