Win2k - Profiles and shortcuts

I have a machine here which I've dropped several shortcuts into c:\documents and settings\all users\desktop\folderA on. However, only some of these shortcuts are appearing, no matter which user I'm logging in as (even Administrator). Anyone know what might cause this? I seem to recall an old NT4 policy which said basically "don't include all users desktop/start menu shortcuts" but there are currently no policies active on this machine.

FWIW, two of the users I initially tested this with were created by the Novell client automatically. Ideas?
 
Ok, I figured out what's happening here. I have two profiles--All Users and All Users.WINNT. It's using the All Users.WINNT when I log in. Anyone know an easy way to fix this without going into the registry? TIA
