Win2K: Pagefile Problem

For some reason, when I reboot the computer, after the log-in screen, I get an error saying the pagefile is too small. So, I followed the directions and increased its size from 20MB (where it was) to 402MB. Even after changing it and rebooting, I get the same error and the pagefile size goes back to 20MB. I also searched for "C:\pagefile.sys" and it's not on the machine. What's going on?

Edit: Ok, pagefile.sys is there, I just had to select "View System Files" in the folder options. It's 382MB.
