Win2k not shutting down

Recently I installed Win2k (back using 98SE for now), and I noticed that when I set it to shut down it just displays the message (it's now safe to turn off...), instead of actually turning off the PC. But then if I press the on/off button, nothing happens. I had to pull of the power cord. This happened ALWAYS.

Any idea what that might be? Maybe some king of incompatibility with my mobo/PSU (i have a cheap generic one), but Win98 shuts down fine.
