win2k IIS/PWS problems

here is the problem, i have a box with win2k sp2 installed. it also has IIS 5/Personal Web Server installed. when i open the properties page for IIS or PWS (in the administrative tools) with a local admin account (or an account that has been granted these rights) everythign works as it should. i can start and stop the server, change the settings and so on. when i log in with an account that does not have local admin rights, IIS doesn't respond at all, it will display the window but you can't use it (cant start or stop the service, etc), PWS gives an error message saying that "the registry can't be modified, and to use REGEDIT to do so", after that the functionabily of that widow dies as well, can change settings or start and stop the service.

any suggestions.
