Win2k ICS, prohibiting users from accessing internet?

Hi everyone, my computer win2k is running ICS so my 2 roomates can also get online, however, one of them has a friend over like every friggin week . he has his laptop and everything plugs his computer into the network and gets online...I dont like that..
is there anyway I can prohibit any other user from simply pluggin into the switch and getting online..thanks
