Win2K hardware problems question...

Win2K no longer able to recognize my hardware, after a system repair from lightning damages... Is there a hardware independent "safe mode" as in NT4 or Win9X?

Note nothing is wrong with my drives, currently switch boot to Win9X.
 
I tried that and it still load system dependent hardware drivers, as if it did not understand "hardware independent safe mode"
