WIN2K error - SYSTEMced missing or corrupt

Helping a friend with her system. The error appeared after her sibling was finished using the system
Starting Windows...
Windows 2000 could not start because the following file is missing or corrupt:
\WINNT\SYSTEM32\CONFIG\SYSTEMced startup options for Windows 2000, press F8.

You can attempt to repair this file by starting Windows 2000
Setup using the original setup floppy disk or CD-ROM.
Select 'r' at the first screen to start repair.


I've grilled my friends sibling to see exactly what they did to the system, their only comment is that "I just turned off the machine." I added a second HD and installed a fresh copy of WIN2K until I could figure out what this file is. I was unable to find the file on the original HD, and could not find it on the second HD. Checked my system, still no luck.

Any ideas what this file is? Any ideas how to repair the system (tried recovery disk, don't what to install over and lose settings in the OS) Thanks for the help :)
