Win2k Desktop Refresh and icon mess

Anyone else have this problem? Even though I have turned off "Auto Arrange" Icons on the desktop the desktop will sometimes refresh after I add a new icon and it will rearrange my icons and even make some of them disappear, like the Recycle Bin or My Documents Folder icons. They will reappear after I refresh it again myself, but then I have to go back and organize my icons the way I want them.

Talk about limiting the user's ability to organize things in a way that is productive for them. After all that is what the whole concept of a "desktop" is about is it not?! :(

I tried Powerstrip. That did seem to fix the problem when I clicked on "Save Icon Positions" however that is just one small feature of Powerstrip and not its primary function. I doubt if I would use this program, which is shareware, for anything else but to correct this problem. And it only corrects it while it's running. I really don't do a lot of changing to my video/monitor settings.

So, does anyone know of any other programs that has the ablility to "Save Icon Positions" and correct this annyoing micro$oft-really-blew-it type of problem? Perhaps some small little thing that you keep in your Start Up folder that fixes it in the background without any interaction with the user.
